with marketing, sales, legal, competitive intelligence and technology
experience. Specialized in the development of competitive intelligence on
competitors for capture efforts and the resulting proposals and ghosting
proposal text to reflect intelligence gathered. Able to work with and
coordinate the efforts of professionals with diverse backgrounds and skill

matter. QUALIFYING
EXPERIENCE & COMPETENCIES:
Responsible for the management of all proposals and interactions
with subcontractors and government personnel for a wide range of DoD and
other government clients using SAP, Oracle and other ERP products.
Capture Manager for Defense Logistics Agency (DLA). Worked with other company
employees to develop and deploy a pipeline management strategy to gauge
upcoming proposal and personnel needs. Developed content and managed
production for Army ERP proposal ($648M) and several short turn AESIP Task
Orders (TOs). Won two DHS PHMSA task orders (~$5M) and the Marine Corps C4
contract, ~$25M. Wrote proposal content requiring an Agile approach.
Responsible for the development of social media content for company Facebook,
Twitter and LinkedIn pages.
Responsible all proposal management activities and the writing of
proposal content along with relationship management of major business
partners (Booz Allen). Responsibilities include finding qualified
subcontractors for bids and vetting Key Personnel. Managed all interactions
with subcontractors; conducted color reviews, content development, graphic
development, formatting, and delivery. Clients include the Defense Health
Agency (DHA), the Military Health System (MHS) and Veterans Administration
(VA).
Responsible for managing four short turn TEIS III TOs, winning a
Fort Huachuca Information Assurance (IA) $3.8M bid (2013024). Managed and won
a USG ONE White House Communications Agency (WHCA) Task Order for ~$8.3M, one
of three USG ONE TOs assigned. Ran two large Army proposals and interfaced
with pricing team regarding pricing activities. Managed a “Top 20” must win
DHS HQ DSS $213M proposal. Ran all color reviews, graphics development and
interaction with writers. Manage SharePoint sites and run interactions with
subcontractors.
Responsible for over 35 Task Order responses for FBI Triple-S and
FBI PMSS IDIQ vehicles, managing kickoffs and color team reviews, graphics
development, and delivery. Triple-S and FBI PMSS win rates both over 75
percent. Task Order responses range from 1 FTE and ~$500K to 15 FTEs and ~$13M.
Responsible for the development of DLA PMSS and other proposals as prime,
finding subcontractors and negotiating Teaming Agreements (TAs) and
Non-Disclosure Agreements (NDAs). Won DLA PMSS IDIQ spot, and developed
resumes in response to DLA Task Orders, granting access to SharePoint as
needed for all subcontractors on DHA team. Served as key interface with
primes on proposals where DHA serves as subcontractor, and delivered written
content using bid and proposal management systems such as Privia.
Monitored proposal expenditures,
hired writing and graphics staff and served as Capture Manager for the
Department of State. Proposals worked on include providing linguistic
services, training instructors, armed and unarmed security guards, and
Information Technology (IT). Developed teaming arrangements, selected team
members, and made writing assignments. Ghosted known competitors with
competitive intelligence gained through research and interviews. For U.S. Embassy Local Guard Force
(LGF) proposals, traveled to African countries and recruited Program Managers
and LGF professionals from competitors. Wrote winning proposals for Burundi
($7.4M), Slovakia ($6.2M), and Kenya ($8.5M) contracts. Overseas proposal
development travel includes the DRC, Botswana, South Africa, Fiji, and
Jordan. Responsible for proposal development for ~25 short fuse TWISS II Task
Orders (TOs), and various Linguist, Training and Personal Security Team (PST)
proposals. Won Locally Employed Screener (LEP) - Afghanistan proposal ($24M).
Organized and delivered a $4.9B six volume Defense Language Interpretation
Translation Enterprise (DLITE) proposal while managing three embassy
proposals (each ~12M) and two Worldwide Protective Services (WPS) TOs (each
~500M).
Prepared and managed
proposal budgets, developed compliance matrices, assigned proposal pieces to
SMEs and writers, and managed Pink and Red Team reviews. Interacted, managed,
and coordinated RFP responses with Subject Matter Experts (SMEs) and
developed ghosting statements for all proposals. Tracked the subsequent
written pieces to ensure writer compliance with storyboards and overall
strategy, and made changes to writing as necessary. Managed sections and
worked on a large number of DOD and federal agency RFPs, developing responses
to Homeland Security, IT, infrastructure development, site maintenance, and
management issues. Participated in Pink and Red Team reviews to refine
proposal content, and made revisions suggested in those reviews. Proposals include NASA
(~230M), the Departments of State (~35M), Defense, Labor (~35M), Treasury
(~63M), and DHS (~25M). Department of Defense proposals include work for the
Army (~100M), USAF, Navy (~55M), and Marine Corps (~35M) and the Joint
Chiefs. Managed and delivered content for proposals as diverse as C-130
($245M), A-10 (~335M), ACOTA, and AFRICAP. Responsible for the
development of storyboards for IT and base maintenance proposals via
interaction with SMEs and ensured the incorporation of Pink and Red Team
commentary into proposals. Project lead responsible for analyzing the technical
pasts and project qualifications of the five bidding teams for the Defense
Integrated Military Human Resources (DIMHRS) Enterprise Resource Planning
(ERP) implementation ($1.5B). Research and analysis resulted in rewrite of
the Northrop Grumman team proposal for DIMHRS. Developed Basis of Estimate (BOEs)
as requested via interactions with SMEs and pricing personnel, and reviewed
with managers of pricing volumes. Trained in Position-to-Win (PTW)
methodologies on proposals, and interacted with Account Manager on use and
pricing. Used internet and company SMEs to gather competitive intelligence on
rivals, and ghosted proposal sections with information gained. Responsible for the
development of a new line of internal business for the Modeling, Simulation
& Analysis Division’s (MSAD) Information Research & Analysis Program
(IRAP). Developed five person group that provided competitive intelligence
proposal support, and developed proposal content related to probable
competitor approach. Developed statistics based business and technological
trends analysis via the leveraging of in-house quantitative talent. Developed
methodologies and processes for the gathering and analysis of information
related to specific business and technology issues in the defense industry. PRIOR EXPERIENCE INCLUDES EXTENSIVE POLITICAL FUNDRAISING AND LAW
